Request For Proposals issued to UK media research companiesRepresenting a key development in the establishment of an industry-agreed online planning currency, the Joint Industry Committee for Internet Measurement Systems (JICIMS) has issued a Request For Proposals (RFP) to media research companies.

This is a next and welcome step along a rigorous path towards an industry-agreed user-centric online audience measurement, whose outputs will finally enable the many brand advertisers who have yet to invest significantly in online to consider the medium on equal terms with the other, more established, media channels. We look forward to continued collaboration with media owners and agencies towards this exciting and, in our view, necessary goal.

AOP) the Internet Advertising Bureau (IAB), the Institute of Practitioners in Advertising (
IPA), and The Incorporated Society of British Advertisers (
ISBA). Since its establishment in 2007, the body has been dedicated to the creation of an audience research system which will provide the basis for a planning currency for the internet.
The RFP does include a set of minimum requirements. An online planning currency will have a user centric approach, and will be primarily concerned with pre-campaign planning. It will be concerned with the GB market. Data will be made available continuously and frequently. The main output will be audiences and audience profiles for a significant number of online media, plus will provide the means to estimate net audiences across a number of sites. But the RFP will not be highly prescriptive, so JICIMS anticipates a range of proposals and approaches from research organisations submitting.

The RFP invites proposals on a wide range of online audience research issues, and we have been very encouraged by the depth and range of interest shown by media research companies. So, JICIMS is looking forward with great anticipation to receiving a range of proposals for an online planning currency later in the spring.
- Peter Bowman, general manager, JICIMS Ltd The body expects to receive these proposals by mid-May. After due deliberation, JICIMS will issue a formal Invitation To Tender (ITT) later in the year, with a view to awarding a formal JICIMS contract by the end of 2008.
JICIMS was created as a limited company, funded and owned by the four shareholders in early 2007. The planning database will be a second JICIMS innovation to be set alongside the JICIMS Establishment Survey, a joint venture between JICIMS and NRS Ltd, which has been collecting data on the UK internet establishment since mid 2006. This collaboration is expected to be continued indefinitely.
