How can I comply with the guidelines?

The DDA offers no
specific rules for websites on compliance with the
general objectives which it sets out. However, it is clear that
you must ensure that users are able
accurately to identify advertisements. They should not be disguised.
This is especially important for users who are blind who will not be able
visually to distinguish advertising which may therefore be
confused as content. The user must have the
possibility to distinguish between what is promotional content from editorial,
as they are able to do in the press. The combination of "title" and "alt"
attributes can help. E.g. Add “Promotional content” first to the Alt Tag.

What is the IAB’s position?

The IAB suggests you follow the top ten
tips
and make sure your advertising as well as editorial content is accessible and
distinguishable from each other through the standard
screen reader technologies. At the very least, you must ensure that your
advertising is identifiable as such and that disabled users are able to click
through and follow links.
